SUBSTANCE: in the device, a serial number recognition unit 38A which performs recognition of characters of a serial number of given figures to distinguish one banknote from the other obtains a character recognition result which includes the recognised character and/or unrecognised character, and obtains a serial number recognition result which includes the recognised defined character and/or unrecognised error character, based on the obtained character recognition result; a unit 38B for processing serial number recording conditions which evaluates whether the serial number recognition result satisfies a given recording condition, based on the defined character or error character in the obtained serial number recognition result; and a data base management unit 38E, which records detailed information on a banknote, which includes the serial number recognition result, in a data base 33 if the serial number recognition result satisfies a given recording condition, and prohibits recording of the serial number recognition result in the data base 33 if the serial number recognition result does not satisfy the given recording condition.
