SUBSTANCE: invention relates to an artificially created video encoding method, a computing device, and computer readable media. Method includes video encoding, which includes determining motion vector (MV) precision for a video unit, wherein the unit includes a plurality of blocks, and encoding said unit using said MV precision for the unit, wherein the MV values for the said blocks within the video unit have MV precision for the unit, and wherein determination of MV precision for a unit includes identifying a set of MV values having a fractional sample MV precision by identifying the MV value for each block of the unit, and the choice of MV precision for blocks of the units based, at least in part, on prevalence, within a set of MV block values, MV values having a fractional part equal to zero, and outputting the encoded video.
EFFECT: technical result is enabling selection of motion vector precision.
