SUBSTANCE: instead of comparing the reported values associated with neighbouring cells (which in some cases may further include the addition of an offset), user equipment may compare, in accordance with the present invention, the reported values for different neighbouring cells (which may further include the addition of an offset) minus a reporting threshold. If the measurement result is below the reporting threshold level, the result is usually not included in the report transmitted to the network. That reporting threshold parameter may be defined for each of a plurality of different RAT.
EFFECT: providing measurement reports for cells using more than one radio access technology.
