FIELD: communication.

SUBSTANCE: invention relates to mobile communication. First controller, which is connected with first RAN cell, determines value of first parameter of handover, which is designed to determine whether initiating handover from cell of first RAN into cell of second RAN with another RAT. First controller transmits to second controller connected with second RAN cell, information relating to value of first handover parameter. First controller additionally sends to second controller parameter value quality of service (QoS) or capabilities parameter of UE. First controller receives from second controller indication, adjusted if second controller second handover parameter based on transmitted information, wherein value of second handover parameter is intended for use in determining whether to initiate handover from cell of second RAN to cell of first RAN.

EFFECT: technical result consists in optimization of coordination of handover between radio access technologies (RAT).
