SUBSTANCE: invention relates to mobile communication. Method for controlling access between cells carried out by a network node comprises: receiving from the user equipment a report indicating a failure in accessing a cell (rejecting cell) due to the internal causes of the other network node (the rejecting network node) serving the rejecting cell; control access of user equipment between cells by modifying the parameter and/or an unloading threshold based on a report indicating a failure in accessing the rejecting cell due to internal causes of the deflecting network node serving the rejecting cell.
EFFECT: technical effect: to enable the network to modify the parameter(s) and/or the discharge threshold value(s) in the most appropriate manner.
