SUBSTANCE: flow rate control device (10) having the possibility of controlling the flow rate of fluid medium flowing between a pair of holes, which is formed with the first hole (12) and the second hole (16) as a result of movement of stock (24) having a valve element in the axis direction, which contains the first housing (14) including connection coupling (28) with the first hole (12), to which pipe (74) for fluid medium supply and discharge is connected, guide element (34) for direction of stock (24) along the axis direction, and seat (54), on which the valve element is installed; and the second housing (18) installed in lower part of the first housing (14) and equipped with the second hole (16) for fluid medium supply and discharge; with that, the outer circumferential surface of the first housing (14) is provided with holder (32) that retains control valve (44) contacting the inner circumferential surface of the second housing (18); with that, between the first housing (14) and the second housing (18) there made is fluid medium channel (72) that is interconnected with the first hole (12) and through which fluid medium flows, and the first connection element (30) on an end section of the outer circumferential surface of the first housing (14) is connected to the second connection element (128) on an end section of the second housing (18).
