SUBSTANCE: invention is related to communication engineering and may be used in mobile communication systems. The invention provides techniques for reporting technical capabilities of a mobile station using a technical capability index, and a mechanism for returning to the initial mode in case of system breakdown. The technical capability index is a plurality of technical capabilities of the mobile station. The mobile station reports technical capabilities of the mobile station to a base station using the technical capability index. The base station interprets the technical capability index from the mobile station to determine technical capabilities of the mobile station. The base station reports technical capabilities supported by the base station to the mobile station using the technical capability index. Technical capabilities used between the base station and the mobile station are set in accordance with the reported technical capabilities of the base station.

EFFECT: high reliability of communication by matching technical capabilities between mobile and base stations.
