SUBSTANCE: invention relates to a method and an apparatus for controlling permission of traffic flow in a cellular network. The method of controlling permission of traffic flow in a cellular network includes: transmitting a sum vector from nodes to neighbouring nodes in a cellular network, wherein the sum vector includes transmission and reception time for a set period of time, during which traffic is transmitted and received between nodes; receiving, at a second node, a request to permit traffic flow from a first node; determining the traffic load for the second node based on the sum vector associated with one of the nodes: the second node and the node on the traffic path, wherein the traffic load for the second node is determined by comparing pairs of transmission and reception rows and columns in a load matrix and selecting a relative maximum value; determining whether to permit or divert traffic flow from the first node using the determined traffic load.
