SUBSTANCE: invention relates to moving picture encoding technology for motion vector predictive encoding. The motion vector predictive encoding method in a moving picture encoding scheme in which an image to be encoded is divided into blocks and encoding is performed using motion compensation for each block. The method includes a step of performing motion search for a block to be encoded in an image to be encoded using an encoded reference image to calculate a motion vector. A plurality of blocks is set as primary candidate blocks, said plurality of blocks including at least one of the encoded blocks in the image to be encoded and encoded blocks in the encoded image. N primary candidate reference motion vectors are determined and the degree of reliability thereof is calculated.
EFFECT: high efficiency of motion vector prediction and high efficiency of moving picture encoding.
