SUBSTANCE: image decoding device comprises a decoding unit with variable-length encoding for producing compressed data, encoding mode and index information, each of which is connected with the coding unit; a motion-compensated prediction module for generating a prediction image using motion vector selected from one or more selected motion vectors-candidates and selection of motion vector, said index information; module to generate a decoded image by adding a difference image and image prediction; and loop filter for filtering data decoded image; the motion-compensated prediction module selects a spatial motion vector, which is produced from the decoded block located near the coding unit, or temporary motion vector, which is produced from the decoded images, which can be referenced coding unit according to information index.
