SUBSTANCE: image decoding device comprises a variable-length decoding unit for obtaining compressed data, a coding mode and index information, each of which is associated with a coding unit, and to obtain control information for changing the number of candidate motion vectors for each slice; a motion compensation prediction module for generating a prediction image using a motion vector selected from one or more candidate motion vectors, and selecting a motion vector indicated by the index information; module for generating a decoded image by addition of a difference image and a prediction image; at that, the motion compensated prediction module selects a spatial motion vector, which is obtained from located near the encoding unit decoded unit, or the motion time vector, which is obtained from the decoded picture, to which the encoding unit may refer to according to the index information.

EFFECT: technical result consists in the code amount reduction.
