EFFECT: enabling the user equipment (UE) to rapidly select a downlink carrier when the periodic channel quality indicator/pre-coding matrix indicator/rank indicator (CQI/PMI/RI) feedback with respect to the downlink carrier conflict and the UE can be notified with no need of additional signalling or only by using a little high layer signalling overhead, the implementation of which is convenient.
