The structure (30) for suspending is made with the ability to press the roll in the direction of the dispensing hole to the dispensing position when the movable part (6) of the housing is in the closed position. The structure (30) for suspending is attached to the retraction mechanism attached to the movable part (6) of the housing, to turn the structure (30) for suspending to the position of refilling at a distance from the dispensing position when the movable part (6) of the housing is moved from the closed position to the open position.
