SUBSTANCE: invention relates to radio communication. During a procedure of switching from a first communication system to a second communication system, when the priority of a second communication connection, establishment of which is requested, is a fist priority, the second communication system does not establish a first communication connection channel between the second communication system and a mobile communication terminal and sends to the first communication system a notification that establishment of the first communication connection is impossible, but establishment of the second communication connection is possible. Upon receiving notification that establishment of a first communication connection is impossible, but establishment of a second communication connection is possible, the first communication system terminates the handover procedure and transmits to the mobile communication terminal an instruction to switch to the second communication system through another procedure.

EFFECT: facilitating, upon request to establish a second communication connection in a first communication system that does not support a second communication connection, switch from the first communication system to a second communication system that supports a second communication connection.
