SUBSTANCE: invention relates to communication engineering and can be used to encode hybrid automatic repeat request (HARQ) feedback information. A method of encoding downlink HARQ information in a mobile station supporting aggregated component carriers comprises obtaining first HARQ feedback indicators providing information regarding reception of physical downlink control channels, PDCCH, for activated component carriers; obtaining a fixed-length representation of second HARQ feedback indicators providing information regarding decoding of physical downlink shared channel, PDSCH, codewords carried by the component carriers, wherein the first HARQ feedback indicators are DTX indicators; the second fixed-length HARQ feedback indicators are configured to signal one of three possible HARQ messages {ACK, NACK, DTX} per component carrier.
