SUBSTANCE: invention relates to computer engineering. A moving image encoding device comprises an internal prediction module which, when forming a prediction image of a chroma signal, performs internal prediction for the target unit of the chroma signal to be encoded using the same internal prediction parameter as the internal prediction module uses when performing internal prediction for the target unit of a brightness signal to be encoded, or performs internal prediction for the target unit of the chroma signal to be encoded by applying prediction on average to the target unit to be encoded, and a variable length encoding module which performs variable length encoding of a flag indicating whether the internal prediction module is using the same internal prediction parameter as used for the brightness signal.

EFFECT: reducing amount of code associated with internal prediction mode without reducing prediction efficiency.
