SUBSTANCE: invention relates to railroad transport and can be used within sections equipped with controlled manual systems. In the method for determination if railroad haul equipped with controlled manual system is free from rolling-stock, simultaneously with count of wheel pairs, passing train rolling stock units are identified, expected sequences of pulses from train rolling stock units are generated and compared with corresponding pulse sequences generated by counters, according to comparison results, count errors occurring due to faulty operation of train rolling stock wheel pair axle counters, and when numbers of wheel pairs coincide it is decided that haul is free. Railroad haul controlled manual system contains two half-sets on count intervals of stations limiting a haul, where each section includes rail transducers of control track section count interval, which transducers are connected via signal shaper with input of receiver set the output of which is connected via axle counter interface unit with local communication backbone to which following equipment is connected: adjacent station interface unit, electric interlocking interface unit, radiocommunication radio channel interface unit to which RF modem, and control unit additional input of which is connected to rolling stock units identification unit, the informational port of which is connected to storage unit of traffic scheduling database.

EFFECT: higher validity of railroad haul freeness from rolling-stock determination.
