SUBSTANCE: invention relates to means of making electronic payments. The method includes receiving first information which displays restructuring of an account of a biller using said operation. The first information is merged with second information into a unified format file. The second information includes information for updating the card issued by said financial organisation to make regular payments. The unified format file is transmitted to an operator of a payment network, which is configured based on a condition for facilitating transactions between a plurality of issuers and a plurality of acquirers. Said file indicates at least one old account number and at least one new account number associated with said biller. An electronic bill payment apparatus implements said method.

EFFECT: high efficiency of electronic payments owing to fewer breakdowns in timely delivery and presentation of payments.
