Disclosed is a communication system which includes a plurality of base stations, a plurality of communication terminals which communicate with one of the plurality of base stations, and a relay device, wherein the relay device includes a selection unit which selects a communication terminal for relaying among the plurality of communication terminals based on communication quality data received from each of the plurality of communication terminals, and a relay unit which relays a message between the communication terminal selected by the selection unit and the corresponding base station.
