SUBSTANCE: invention relates to long term evolution (LTE) mobile communication. Disclosed is a base station which carries out a process grouping a mobile terminal which is a destination of transmission of an L1/L2 control signal, a process of allocating the L1/L2 control signal to be transmitted to a predetermined mobile terminal, for control channel elements included in a group to which the predetermined mobile terminal belongs based on attribute determination information about the mobile terminal. The mobile terminal receives a downlink physical control channel and also performs a blind detection process for the candidate set corresponding to the group to which the mobile terminal belongs and performs a process of reading the L1/L2 control signal from the control channel elements included in the candidate set.
EFFECT: high efficiency of using radio resources.
