SUBSTANCE: invention relates to wireless communication. Mobility management entity (MME) receives from a home subscriber server (HSS) first unloading capability information for indicating whether the access point name (APN) is unloaded into the wireless local area network (WLAN), and determines the second unloading capability information to indicate whether packet data network (PDN) can be downloaded to WLAN. MME provides second information about the possibility of unloading to user equipment (UE).

EFFECT: technical result consists in higher level of integration between WLAN and cellular networks by providing information about the possibility of unloading into the user equipment via MME.
