SUBSTANCE: invention relates to field of biotechnology, in particular to method of obtaining seed-specific high-expression plant promoter, containing functional binding with promoter of one molecule of nucleic acid expression enhancing nucleic acid (NEENA), heterological with respect to said promoter, as well as to recombinant expression construction, containing one NEENA and, at least. one seed-specific promoter, heterological with respect to said one NEENA, and at least, one expressed nucleic acid molecule. Also described are transgenic cell, transgenic plant and part of plant for obtaining food products, animal feed, seeds, pharmaceutical preparations or chemical products of fine organic synthesis, containing recombinant expression vector, which contains one or more said recombinant expression constructions or said recombinant expression construction. Disclosed is application of NEENA or said recombinant expression construction for enhancement of expression of molecule of nucleic acid, heterological with respect to said NEENA, in plants or their parts.

EFFECT: invention makes it possible to obtain seed-specific high expression plant promoter in efficient way.
