SUBSTANCE: invention relates to communication engineering and can be used in wireless communication systems. A communication network includes a control system, a core network element and a radio access network element. The radio access network element can be a subscriber database or a mobility providing entity and is configured to receive agreement information; receive, from the control system, a request to activate measurement reporting in the network; verifying if the activation request is applicable, at least in part, to the subscriber to whom the measurement reporting agreement information is provided, and if the measurement reporting agreement information is provided, granting the activation request through interaction with the radio access network element to facilitate measurement reporting relating to said subscriber. Measurement reporting activation may relate to taking measurements based on a subscriber or zone.
