SUBSTANCE: invention relates to a device, method and system for controlling data transmission. Data transmission control device comprises an allocation unit that allocates transmit power to each of one or more small cells, including at least first small cell and the second small cell so as to moderate interference on a macro cell of a radio communication system from each small cell that at least partially overlaps with macro cell; a judgment unit configured to, when a second small cell exerts interference exceeding an allowed level on a first small cell, judges whether interference is unidirectional or bidirectional; and a control unit that controls interference between first small cell and second small cell using a first method, when interference is unidirectional, and a second method, when interference is bidirectional, wherein second method differs from first method.
EFFECT: technical result is reducing interference between cells in conditions when there is a plurality of small cells.
