SUBSTANCE: claimed system comprises trains of special vehicles equipped with appropriate mobile dispatcher stations consisting of one or more special vehicles. Besides, there are stationary central dispatcher station, provisional dispatcher station, forwarder dispatcher stations, dispatcher stations of receivers and those of carriers. Besides, there are operating forced dispatcher stations interconnected and connected with mobile dispatcher stations via data transmission network. Note here that special vehicles can carry special cargoes and/or retinue and/or guards. They can be equipped with cargo compartments and/or compartments for retinue and/ or for guards. Said trains are equipped with systems that inhibit unauthorised access to special vehicles and their compartments provided with passive or active counter access means.
