FIELD: information technologies; transportation.

SUBSTANCE: there are carried user's complexes connected with each other by means of a mobile communication cellular network (MCCN), complexes of reaction and the dispatching centre. The carried user's complexes are established on served vehicles (V), executed with possibility of realisation of security-antitheft functions, realisation of satellite positioning of the served V and equipped by sources of additional radiation of signals on the frequencies which are distinct from the MCCN frequencies. The reaction complexes are established on the V of reaction and-or are at the pedestrian detachments of reaction and are executed with possibility of activation and direction finding of sources of additional radiation of the signals located in the carried user's complexes. The dispatching centre accepts, processes and displays the information from the carried user's complexes and from reaction complexes, including definition of a site of the served V and forces of reaction, and also passes command messages to them. In the system, relayings of these signals on MCCN the stationary user's complexes executed with possibility of reception from the carried user's complexes of signals on MCCN and-or reserve jam-proof channels are entered into the dispatching centre, reception from the dispatching centre on MCCN command messages, including commands of blocking of movement of the HARDWARE and commands of the disturbing alarm system, and relaying of command messages in user's complexes on MCCN and-or jam-proof reserve communication channels. The carried user's complexes pass signals to stationary user's complexes and accept from them command messages on MCCN and-or reserve jam-proof communication channels.
