SUBSTANCE: method includes, at the encoding step in each domain fragment, calculating discrete wavelet transform coefficients at two spatial coordinates x and y; encoding the set of quantised discrete wavelet transform coefficients using adaptive dichotomous coding. In the method, a compressed video stream is successively subjected to adaptive dichotomous decoding, de-quantisation, inverse two-dimensional discrete wavelet transform at two spatial coordinates x and y and inverse time-domain discrete cosine transform.

EFFECT: high degree of eliminating redundancy of encoded video.
