FIELD: computer engineering.

SUBSTANCE: method of encoding and decoding video information of reduced, standard and high definition is stage-by-stage processing of incoming information: at the first stage, the information is received and converted, at the second stage, the converted information is spread over different processors and further processing is performed by parallel computation, individual functions of encoding and decoding are used on each processor, information is broken into blocks and then groups of elements are encoded, while, before encoding, video information is converted by an optimal and suboptimal selection of parameters of different video coding modes within the framework of H.265/HEVC standard, the quantization parameters, intraframe encoding, inter-frame encoding, motion analysis parameters and statistical encoding are simultaneously optimized, as well as variable spatial coding modes and a group coding mode are used in the processing of video information and encoding.

EFFECT: technical result consists in increasing the speed and accuracy of digital encoding and decoding of video information.
