SUBSTANCE: invention is comprised of a membrane unit and electrode unit. The membrane unit comprises a porous substrate, a dense membrane and at least one electrode. The porous substrate is faced to the electrode unit, at that the electrode unit includes at least one electrode containing rotary electrode wing, which conducts electricity at least partially.
EFFECT: according to the invention this device allows more efficient and more convenient oxygen release as related to maintenance and noise level.
