SUBSTANCE: invention provides a random access system and method for a terminal in a communication environment with high-speed mobile objects. The method comprises the following steps: selecting the format of a random access preamble according to a preset target value of a cell coverage radius; evaluating whether use of a limited set of preconfigured numbers of cyclic shifts meets the requirement of the target value of the cell coverage radius for the selected format of the random access preamble; if said requirement is not met, selecting the number of cyclic shifts which meets the requirement of the target value of the cell coverage radius from an unlimited set of preconfigured numbers of cyclic shifts; generating a random access signal according to the number of cyclic shifts and a preconfigured parent code, and performing access using the random access signal.

EFFECT: simultaneously meeting requirements for high-speed movement of a terminal and a long coverage radius.
