An image prediction encoding device, wherein a target encoding region in an image is divided into a plurality of prediction regions; prediction information is obtained, which includes motion information, merge identification information which indicates whether to use decoded motion information associated with regions adjacent to the prediction region to generate a predicted signal of the prediction region; a predicted signal of the prediction region is generated based on the motion information; a residual signal is generated and encoded based on a pixel signal and the predicted signal of the prediction regions; the encoded residual signal is decoded to generate a reconstructed residual signal and a recovered pixel signal of the target region is generated based on the predicted signal and the reconstructed residual signal.
