SUBSTANCE: invention relates to the sphere of electric engineering and may be used in a starter-generator set of a low-speed rotary-vane engine included into a composition of a self-contained cooperation power supply system, wind-driven power plants and other installations based on alternative energy sources. A valve voltage converter (3) is based on active semiconductor elements with double-side conductivity. An accumulator battery (9) and secondary power supply sources (10) are added to the system. Control of electric energy flow is carried out using voltage or DC-link current feedback considering the rotational speed of a synchronous machine (2) and the change in an alternating voltage load. A multiplier (7) control system is coupled to the main control system (6) of the rotary-vane engine (1).

EFFECT: ensuring the operation of the rotary-vane engine with external heat supply with high energetic efficiency performance in three modes using standard valve converters and the increased efficiency of the control system.
