SUBSTANCE: apparatus comprises at least one rotary visible range video camera with an Ethernet interface and a CCD array, devices for archiving and processing video data, detection, identification and recognition of operator objects. Small-size laser light sources are additionally included in order to position luminous reference points which form a reference grid for determining coordinates of observed objects.

EFFECT: simple design and high reliability of operation under the condition of enabling continuous determination of geographical coordinates of objects on the water surface of a controlled water area.
