SUBSTANCE: radio parameter control system comprises an evaluation target radio cell selection means which determines evaluation target candidate radio cells based on the change of a connection target radio cell of a radio terminal. The terminal selects a control target radio cell as a serving cell or surrounding radio cells of the control target radio cell as a serving cell. The change of the connection radio cell is associated with the change of the coverage area of the control target radio cell by controlling the radio parameter of the control target radio cell. The system also comprises means of selecting the evaluation target radio cell for the evaluation of the radio parameter of the control target radio cell and radio parameter control means configured to control the radio parameter of the control target radio cell based on the quality of the evaluation target radio cell.

EFFECT: optimising coverage areas of radio cells by controlling the radio parameter of the radio cells.
