SUBSTANCE: invention relates to methods of encoding video data for Advanced Video Coding (AVC) and High-Efficiency Video Coding (HEVC) standards. Said technical result is achieved due to that values of coefficients in a quantisation matrix can be downsampled using different coefficients based on where coefficients in quantisation matrix are located. Video encoder divides value of quantisation matrix by at least on a first subgroup of values and a second subgroup of values; encodes and signals value of first subgroup as syntax elements. Video decoder receives syntax elements for values of first subgroup and decodes syntax elements for generating values of first subgroup. Without taking value of second subgroup, a video decoder predicts value of second subgroup from values of first subgroup.
EFFECT: technical result is providing efficient signalling of quantisation matrix values.
