A device for processing images, comprising: a decoding section for decoding an image from encoded stream determination section to perform determination processing to determine whether to apply a deblocking filter to an adjacent block adjacent to block boundaries in a picture, decoded decoding section, filtering section to apply a deblocking filter to neighboring blocks for which a determination section defines need for application of deblocking filter, and a control section with resolution capability determination section to implement processing for a vertical block boundary and horizontal boundary of block using pixels of neighboring blocks of reconstructed image as reference pixels.

EFFECT: providing parallel processing using deblocking filter.
