SUBSTANCE: invention relates to the field of image processing, in particular to the use of the deblocking filter for the high-efficiency video coding standard (HEVC). Disclosed is an image processing device comprising: a decoding section for decoding an image from an encoded stream, a determination section for performing determination processing to determine whether to apply a deblocking filter to adjacent blocks adjacent to block boundaries in an image decoded by the decoding section, a filtering section for applying a deblocking filter to neighboring units, for which in a determination section a need is determined for using a deblocking filter, and a control section for enabling determination section to perform processing for vertical block boundary and horizontal block boundary using pixels of neighboring blocks of restored image as reference pixels.

EFFECT: technical result is providing parallel processing when using a deblocking filter.
