SUBSTANCE: invention relates to base station, user equipment (UE) and methods of controlling random access (RA). Base station initiates procedure of RA on secondary cell (SCell) in UE, by transmitting to UE prescription of physical downlink control channel (PDCCH) for procedure RA across SCell cell. In initiation RA, base station starts timer in base station. Said timer is timer fault detection of random access associated with said initiated RA procedure. If RA procedure has not been completed before said timer, then base station transmits command to UE to deactivate SCell cell, and thus stopping procedure RA across SCell cell.
EFFECT: technical result consists in ensuring protection of UE and network from endless retries of RA.
