SUBSTANCE: network control device for coordination of self-optimization functions includes one or more processors and an interface. Interface is connected with multiple NodeB. Interface is configured to receive a request to change the service area or the transmission capacity of an expanded node B (eNodeB). Interface is further configured to send a request to eNodeB to obtain the condition of eNodeB self optimising network (SON) coordination. One or more processors can determine whether to meet or reject the request on the basis of coordination policy and SON coordination state.
EFFECT: reduction of conflicts in expanded node B (eNodeB).
