SUBSTANCE: invention relates to wireless communication systems. A network manager (NM) includes a self-optimizing network (SON) coordination function. SON coordination state is one of the following states: the first state indicating that the corresponding eNodeB is already providing a coverage area for the other eNodeBs turned off to save power by the SON ESM function; second state indicating that the corresponding eNodeB is already providing a coverage area for a neighboring eNodeB that is in the standstill state; and the third state indicating that the corresponding eNodeB is updating the configuration parameters in the corresponding cell.
EFFECT: avoiding conflict and facilitating conflict resolution caused by operation of one SON function at the same time when another SON function should operate on extended node B (eNodeB).
