SUBSTANCE: invention relates to radio communications. For determining technology (inter-RAT) of covering inter-technology radio access for energy saving management (ESM) in the system the network management device (NM) determines that the initial cell of the network of the first RAT initiates activation of the transition to the energy-saving state and that the source cell is partially covered by each of the plurality of cells of one or more networks of one or more RATs, different from the first RAT. NM device instructs the source cell to activate the power-saving state when combining the plurality of cells provides coverage of the source cell.

EFFECT: technical result is to reduce energy consumption in wireless communication networks and to improve resource management in inter-RAT environments.
