For this purpose, during detecting warning information which initiates switching reservation group of multiplexing section, a unit, which does not make a decision, in the reservation group of multiplexing section through the network elements determines whether the condition of communication line with the unit which makes a decision, in the reservation group of multiplexing section through the network elements is properly operating or not, and displays warning information on the transmitting end of the optical fibre, which operates as a the reservation group of the opposite end, if the communication line is faulty.
