SUBSTANCE: invention relates to measurement equipment and can be used for high-precision measurement of flow velocity and flow rate of liquid media in the pipelines. Device comprises a microwave generator, a circulator, a transmitting-receiving antenna directed to flow direction through the radio-transparent window in the pipeline at an angle, blending machine, computing unit, connected to the output of the blending machine, and the first directional coupler, the main output of which is connected to the first input of the circulator, and additional output is connected to the first input of the blending machine. At that, the second input of the mixer is connected to the second output of the circulator, and the third output of the circulator is connected to receiving-transmitting antenna. Additionally, the device contains the second and the third directional couplers, a phase detector, connected to the control input of the microwave generator by the output, output of which is connected to the input of the second directional coupler, the main output of which is connected to the input of the third directional couplers, additional output of which is connected to the first input of the phase detector, the devices of input and output of electromagnetic wave in pipeline connected with the main output of the third directional coupler and to the second input of the phase detector, frequency multiplier, connected to extra output of the second directional coupler by the input, and to the input of the first directional coupler by the output.
EFFECT: technical result is increase in accuracy of measurement.
