SUBSTANCE: invention relates to systems for mobile wireless communication, more specifically to broadcasting system notification of mobile communication subscribers on occurrence of emergency situations using short text messages, also refers to devices which are included into described system and methods of their functioning. System has single set of telephone numbers. System also comprises facilities, providing automatic recharge of mobile subscribers accounts, information receiving module for actuation of information from means of tracking the situation to single format and dimensions, information transmission module for generation of identical short text messages containing notification situation on limited version of natural language, separation of text into segments, limiting messages length, information transmission module containing text segments data bank, multilayer network specially trained artificial neural network (INS) and its training and configuration means, multiple outputs of which correspond to plurality of text segments.
EFFECT: wider field of use, protection of wireless communication networks against overload.
