SUBSTANCE: invention relates to a bearer channel management device. Bearer channel management device (10) includes incoming call control unit (11) that, in case where mobility management device (30) manages a location of mobile terminal device (40) as a result of movement of mobile terminal device (40) whose location has been managed by mobility management device (20), suspends processing of an incoming call to mobile terminal device (40) made during movement of mobile terminal device (40) until receiving a notification about completion of movement of mobile terminal device (40) from mobility management device (30), and resumes incoming call processing to mobile terminal device (40) after receiving a notification about completion of movement of mobile terminal device (40) from mobility management device (30).

EFFECT: reliable reception of incoming packet call made during movement of mobile terminal device.
