SUBSTANCE: invention relates to decoding images. Image decoding device includes a motion compensation unit generating a prediction image by performing, for each of tiles, motion compensation of a reference image within a co-located tile and motion vector information representing a motion vector, used for generating encoded data of a decoding target current image when a picture of current image is split into tiles and decoded; and a decoding unit decoding encoded data using prediction image generated by motion compensation unit.
EFFECT: technical result is possibility of decoding in direction of time independently for each tile.
