FIELD: video encoding and decoding.

SUBSTANCE: invention relates to a method for incrementally encoding or decoding an entire area in an image over a plurality of images associated with an image. A video decoding method is proposed using gradual update comprising: decoding, from the sequence header in the bitstream, a flag indicating whether gradual update is allowed; decoding the identification information to identify the first picture in the sequence to which the incremental update has been applied and determine the value of a picture order counter (POC) of the first picture; decoding the group size information to identify the group of pictures associated with the first picture to which the gradual update has been applied; determining a POC value of a second image corresponding to the last image belonging to the group based on the group size information; and determining a group of pictures associated with the first picture using the POC value of the first picture and the POC value of the second picture.

EFFECT: increasing the decoding efficiency.
