SUBSTANCE: disclosed is a decoding device, which includes: a prediction image generation unit for generating a prediction image, by performing reference image motion with so-called mosaic image elements, in case the current image frame is divided into mosaic image elements and decoded; and a decoding unit for decoding the encoded data using the prediction image generated by the prediction image generating unit.
EFFECT: technical result is possibility of coding and decoding in time direction independently for each element of mosaic image.
