The obtaining means obtains a difference value obtained by subtracting the element corresponding to the first row and the p-th column (p is a natural number equal to or greater than 2) in the quantization matrix, from the element corresponding to the (p + 1)-th row and the first column in the quantization matrix.

EFFECT: providing a highly efficient encoding, decoding of the quantization matrices by the horizontal, vertical scanning while encoding the quantization matrices.
