SUBSTANCE: invention relates to decoding images. An image decoding device is proposed comprising: means for obtaining from a bitstream a difference value between elements included in a quantization matrix of n rows x n columns (n is an integer that is ≥4); means for extracting the first element by summing the first difference value from the plurality of difference values obtained by the acquisition means, and the predetermined initial value and extraction of the (r) element by summing the r (r is an integer that is ≥2) the difference values from mentioned plurality of difference values and (r-1) element to extract a plurality of elements; and means for associating mentioned plurality of elements extracted by the extraction means with elements in the quantization matrix that can be expressed in a two-dimensional array, when the associating means associates a predetermined element from the plurality of mentioned elements extracted by the extraction means, with the element located in the first row and the p (p is an integer that is ≥2 but less than n) to the column of the quantization matrix, the associating means associates an element, which is adjacent to mentioned predetermined element extracted by the extraction means, with an element located in the (p + 1) row and the first column of the quantization matrix.
EFFECT: providing highly efficient decoding of quantization matrices.
